Head Coverings in Document Photos 2026: The Rules

In short. Ordinary hats and caps are banned in document photos. Head coverings you wear daily for religious or medical reasons are permitted by most authorities — but your face must stay fully visible: from the bottom of the chin to the top of the forehead and both edges of the face, with no shadows.

The general rule: no head coverings

For a passport, visa or ID-card photo the baseline requirement is nearly the same everywhere: the head must be uncovered and the hair worn naturally. Beanies, caps, hats, bows, hair bands or any coverings worn for style and convenience are not accepted, because they change the outline of the head and interfere with automated face matching. Fashion accessories are in fact the most common reason for rejection, so it is best to remove them before the shot.

The religious and medical exception

At the same time, leading authorities make a clear and respectful exception. The US State Department and the UK's GOV.UK expressly allow a head covering if you wear it daily for religious or medical reasons. This aligns with the international ICAO Doc 9303 standard that most countries in the world rely on, so the approach is broadly similar everywhere, even if the paperwork details differ.

The allowance applies to an everyday covering worn out of a sincere religious belief or a medical need — not to fashion, a look, or a one-off choice on the day of the shoot.

What is allowed and what is not

  • Allowed: hijab, turban, kippah (yarmulke), religious headscarf — if the face is fully visible and the features are not hidden.
  • Allowed for medical reasons: a bandage or medical head wrap that you wear continuously because of treatment, surgery or injury.
  • Not allowed: a niqab or veil that hides part of the face — the face must be uncovered, so such a covering is removed before the shot.

The key condition — a fully visible face

Even with a permitted covering your face must be visible in full: from the bottom of the chin to the top of the forehead and both edges of the face. The covering must not shadow the features or cast a shadow on the face, nor obscure the eyebrows, eyes or the ear landmarks. We recommend a plain, single-colour fabric without patterns or small holes, kept neatly clear of the forehead and cheeks, with even lighting and no harsh shadows. A possible signed statement

This is a routine formality, not an obstacle. Check your own country's authority requirements in advance, prepare the document, and submit it together with the photo to avoid having to retake it.
