Temporary Protection for Ukrainians in the EU Extended Until 4 March 2027

In short. On 15 July 2025, the EU Council adopted Decision (EU) 2025/1460, which extends temporary protection for Ukrainians until 4 March 2027 (the decision entered into force on 13 August 2025). The conditions and the rights to residence, work and education remain unchanged.

The Council of the European Union has officially extended temporary protection for displaced persons from Ukraine by another year — until 4 March 2027. Council Implementing Decision (EU) 2025/1460 was adopted on 15 July 2025; it entered into force on 13 August 2025 — on the twentieth day after its publication in the Official Journal of the EU on 24 July 2025.

This decision extends the mechanism that was first activated on 4 March 2022, and prolongs the previous decisions (EU) 2022/382, (EU) 2023/2409 and (EU) 2024/1836. In essence, this is a technical extension of the term: the scope of rights and the categories of persons do not change.

Who is affected

The categories of persons eligible for temporary protection remain the same as those defined in Article 2 of Decision (EU) 2022/382. These include, in particular:

  • Ukrainian nationals who resided in Ukraine before 24 February 2022;
  • stateless persons and third-country nationals who, before 24 February 2022, benefited from international or equivalent national protection in Ukraine;
  • family members of the persons referred to above.

As of the end of October 2025, around 4.3 million people who had left Ukraine were benefiting from temporary protection in the EU — according to Eurostat data. The largest numbers were hosted by Germany (around 1.23 million), Poland (around 965,000) and the Czech Republic (around 393,000).

What this means for residence, work and travel

The extension provides displaced persons and Member States with legal certainty: the same standards of protection continue to apply across the EU. As before, temporary protection grants the right to:

  • legal residence in an EU Member State until 4 March 2027;
  • access to the labour market and employment;
  • housing and social support;
  • medical assistance;
  • education for children.

Important: the extension of the term does not require the automatic reissuing of permits in all countries — the procedure for confirming or updating status depends on the national authorities of the specific Member State. Check the current requirements on the official portal of the migration service of your country of residence.

What's next: preparing for the transition

In addition to the extension, on 16 September 2025 the EU Council adopted a Recommendation on a coordinated transition after temporary protection ends. It provides for support for integration in host countries, voluntary return to Ukraine, exploratory visits and information centres. This does not change rights until 4 March 2027, but it sets the direction for the future.

Temporary protection status grants the right to reside legally in the Member State that granted it. The rules on movement and residence in other EU countries depend on national legislation; a Member State is not obliged to issue a new permit to a person who has already obtained one in another country.
