RNOKPP (tax ID) abroad: "e-Konsul", Diia, the Electronic Cabinet and the consulate — a step-by-step guide

In short. For children under 18 — fully remote via "e-Konsul" (from 14.05.2026, free of charge). Method 1. "e-Konsul" — fully remote (so far only for children under 18)
On 14 May 2026, the MFA, together with the STS and the Ministry of Digital Transformation, launched the first fully remote service in the history of the Ukrainian consular service — issuing an RNOKPP to children through the "e-Konsul" system. Parents or legal representatives register a child under 18 without coming to the embassy.
- Log in to the "e-Konsul" system through your personal online account.
- Submit the Record Card using form No. 1DR — it is at the same time an application for registration in the State Register.
- Add scanned copies of the child's and the legal representative's documents. Documents issued abroad (for example, a birth certificate) must carry an apostille and a certified translation into Ukrainian; if necessary, add confirmation of the child's citizenship.
- Receive the taxpayer's card in electronic form.
The service is free of charge. The MFA announced plans to extend it to all citizens abroad, not only parents with children — full "remote service" for adults is expected, but as of June 2026 it is not yet in effect.
Method 2. The taxpayer e-Card in "Diia"
On the same day, 14 May 2026, under a Cabinet of Ministers resolution, the taxpayer e-Card went live in the "Diia" app. The digital card with a QR code has the same legal force as the paper certificate of the RNOKPP — a separate paper card is no longer mandatory.
- Open "Diia" → the "Tax services" section → "Taxpayer e-card for yourself or a child".
- Confirm the data and sign the application with Diia.Signature. Any citizen from age 14 can order the card on their own.
- The card appears in the app after automatic verification in the STS register (usually within a few minutes).
Parents can arrange an RNOKPP and e-card for a child straight away in digital format. For children who ended up abroad because of the war, this registration works through the "e-Konsul" system (Method 1). This route suits those who can pass authentication in "Diia"; anyone registering for the first time abroad who does not yet have login credentials starts with the consulate.
Method 3. Through the consulate (the main route for adults without a QES at first registration)
If you do not have a qualified electronic signature (QES) and are registering for the first time, the most reliable option is the consular establishment.
- Fill in form No. 1DR (registering for the first time) or form No. 5DR (you already have an RNOKPP but need to change the data).
- Prepare a clear photocopy of your passport. Documents issued abroad are accepted only with an apostille (or consular legalisation) and an officially certified translation into Ukrainian. The apostille is affixed only in the country that issued the document — diplomatic missions do not affix it.
- Apply in person to any embassy or consulate of Ukraine so that the consul certifies your signature on the record card.
- The documents are forwarded to the STS, where the number is assigned within 3 working days.
Issuance of the registration document by the STS itself is free of charge. At the same time, for paper submission to the consul, individual consulates charge a consular fee for certifying the signature or processing the documents — check the exact amount on your embassy's website.
Method 4. By post to the STS address
The documents can be sent by registered letter with tracking directly to the State Tax Service.
- Address: pl. Lvivska, 8, Kyiv, 04053, Ukraine.
- All documents — in Ukrainian, without corrections (foreign ones — with an apostille and a certified translation).
- The signature on the record card must be certified by a consul or notary.
Method 5. Online via the Electronic Cabinet (if you already have a QES/BankID)
You can submit form No. 1DR or 5DR online at cabinet.tax.gov.ua:
- Log in to the private part of the Electronic Cabinet using Diia.Signature, a QES or BankID.
- The "EC for citizens" section → "Application for amendments to the State Register…" (for 5DR) or submission of the 1DR Record Card.
- In the "Attachments" tab, attach a scan of your passport — PDF or JPG format, up to 2 MB.
- Check readiness in the "Incoming/outgoing documents" menu.
An important nuance: this route requires a valid electronic signature, and obtaining a QES is usually impossible without an existing RNOKPP. So for those obtaining the number for the first time, the online cabinet rarely works — start with the consulate or (for a child) with "e-Konsul".
Timeframes and cost — in brief
- Timeframe: 3 working days; up to 5 working days if you apply not at your place of registration; up to 10 — in complex cases (errors or inaccurate data).
- Cost at the STS: free of charge (both "e-Konsul" for children and the e-Card in "Diia" are also free).
- Possible additional costs: a consular fee for paper submission and postal services.
- Result: a document (or an e-card with a QR code) with the full name, date of birth, date of registration and the 10-digit code.
Note: the TsNAP does not issue an RNOKPP — in Ukraine this is done only by taxpayer service centres at STS bodies. Abroad, look to "e-Konsul" or "Diia" (for children), the consulate or the post.
