A unique aspect of preparing documents for the UAE is that requirements depend on your submission channel. Inside the country, processes are managed by the federal ICP, which defines its standards through references to international norms, while foreign missions may publish more detailed technical parameters for electronic visas.

For resident visas, the ICP does not publish the print size, pixel dimensions, file weight, acceptable format, or the expiration limit for the photo. It merely states that the image must be "recent." The head height in the frame, the position of the eye line, and the face proportion are also absent from public ICP materials—there is only a general reference to ICAO standards without reproducing specific numbers.

To understand how these requirements align with global practices, we analyzed our database. In our database of 241 document profiles from various countries, 229 contain print size requirements, utilizing 17 different formats. The most common is 35x45 mm (found in 148 profiles). The next most popular are 51x51 mm (16 profiles), 30x40 mm (14 profiles), and 40x60 mm (11 profiles). Regarding the background, 52 out of 241 profiles strictly require white, 23 specify non-white shades (light gray or off-white), and the rest simply allow a light background. Age limits for photos are recorded in only 32 profiles in our database (2 require a photo no older than 3 months, and 30 require one no older than 6 months).

Why the ICP Rejects Photos and Applications

• Mistakenly searching for specific visa specifications. The Golden and Green Visas do not have their own standalone photo specification: the mandatory document list simply says "Personal Photo." Searching for exact pixel limits is useless—the general ICP standard applies, which relies on ICAO rules and a white background rather than millimeters.
• Blindly copying passport standards. The only number the ICP publishes in its photo requirements section is 3.5 × 4.5 cm. However, this applies strictly to issuing a UAE citizen passport for 10 years. You cannot apply this size to the Golden Visa as an "official size": it is a different service for a different category of applicants.
• Visual distortions. Wearing sunglasses or a hat leads to outright rejection. Prescription glasses are officially allowed but with a strict condition: they must not cover the eyes. The authority directly classifies glare on lenses or shadows from frames as "visual distortions," causing the image to be rejected.
• Lack of UAE Pass authorization. Entry to the application system features strict Access Control. An application requires authorization via the national UAE Pass system. Until this digital identity is set up, no photo or document uploads are possible—this is the first hurdle where applicants get stuck.
• Choosing the wrong upload portal. The Golden Visa has a dedicated dashboard—Golden Services Dashboard, located at smartservices.icp.gov.ae. If you submit documents through the general resident visa section, your photo file will not attach to the correct application.
• Paying the fees. The service cost for persons with exceptional talents consists of three payments: 100 AED for Application Fees, 100 AED for Issuance Fees, and 100 AED for Smart Services Fees.
• Strict execution deadlines. The Service Completion Duration for talents is 2 days. This means there may be no time for lengthy reshoots and re-uploads in case of an error: a notice regarding an invalid document will arrive faster than the applicant can reach a photo studio.
• Smartphone photos (in consulate practice). The UAE Embassy in Washington explicitly rejects such images: all attachments must be scanned JPEGs, and using a phone camera to shoot documents or a face is not accepted. The pixel guideline they publish ("crop around the head and enlarge, for example to 740 × 1024 pixels") is an example, not a strict norm. You cannot treat the 740 × 1024 resolution as a universal requirement.

Preparing Your Golden and Green Visa Photo for the UAE: Application Steps and Context

Cabinet Decision Resolution (56) of 2018 regulates the issuance of residence permits to investors, entrepreneurs, and individuals with specialized talents. The ICP provides several long-term stay categories, each with its own thresholds, but procedurally, they all go through the same smart services system.

1. Choosing a long-term residency category. The ICP divides applicants into several streams. Golden Residence is issued for 10 years and allows living, working, and investing in the UAE without a sponsor. It is available to investors, entrepreneurs, talents, researchers in various fields of science and knowledge, and gifted students. Green Residency is a renewable five-year visa that also does not require a sponsor. Different thresholds apply: skilled workers must have a minimum salary of 15,000 AED per month, and freelancers must have an annual income from independent activities of at least 360,000 AED for each of the two previous years (a work permit from the Ministry of Human Resources and Emiratisation is required). The authority also mentions Blue Residence for individuals who have made exceptional contributions to environmental protection.
2. Authorization and logging in. Submissions are made via the ICP Smart App or the ICP Smart Services website. As mentioned, Access Control requires logging in using UAE Pass. A specific Golden Services Dashboard is provided for the Golden Visa.
3. Gathering and uploading documents. For the category of residents with exceptional talents (service 377-005-001-011), the List of Required Documents for Service includes: a passport valid for at least 6 months, valid medical insurance in the UAE, and a "Personal Photo." What exactly is reused between renewals (for example, the photo from the previous application or biometrics from the Emirates ID) is not stated in any public ICP material.
4. Paying fees and waiting. After uploading the files for the service for persons with exceptional talents, the following fees are paid: 100 AED for the application, 100 AED for issuance, and 100 AED for smart services. The service duration is 2 days. If the visa is processed through a foreign mission for entry into the country (for example, via the UAE Embassy in Washington), the process requires prior approval from UAE authorities (about 3 business days). The embassy requires the applicant to be physically in the US throughout the application process; all forms must be typed, and the electronic visa is issued without a sticker, is valid for 60 days, and allows a 30-day stay.

Additional Procedures: Replacing the Photograph in a UAE Passport

Although the rules for UAE citizens differ from those for foreign residents, the ICP's policy on photo recency is clearly illustrated by children's passports. The authority dictates that if a child is under 5 years old and their facial features have noticeably changed, parents can request the "Passport Replacement Service – Change of Personal Photograph." This requires a new photo adhering to ICAO standards. The service costs 65 AED (including issuance and delivery), the new passport is issued for a five-year term, and this option can only be used once during the child's first five years. A standard UAE citizen passport issued for 10 years costs 90 AED plus 15 AED for delivery and takes 48 hours after all requirements are met.
