How many pixels is a 3×4 cm photo?
3 × 4 cm is 30 × 40 mm. At 300 DPI, the usual print resolution, that works out to 354 × 472 pixels. If the requirements name a different resolution, divide the millimetres by 25.4 and multiply by the DPI you need — at 600 DPI, for example, the same photo becomes 709 × 945 px.
Which documents use the 3×4 cm format?

On most of them the head takes 70–80% of the frame height — 28 to 32 mm on a 40 mm print.
What is the difference between 3×4 and 35×45?
They are two different formats. 3 × 4 cm equals 30 × 40 mm, while 35 × 45 mm equals 3.5 × 4.5 cm — 5 mm wider and 5 mm taller. The gap is easy to miss by eye and obvious at the counter: Schengen visas, most EU passports and both Russian passports are built around 35 × 45 mm, so a 3 × 4 print is simply the wrong size there.
