How many pixels is a 4 × 6 cm photo?
4 × 6 cm is 40 × 60 mm, and at 300 DPI that is 472 × 708 pixels — exactly the file this page hands you. For another density do the sum yourself: divide the millimetres by 25.4 and multiply by the DPI you need. Check the requirements for a minimum pixel count too, because some upload forms ask for more than 300 DPI gives.
Which documents ask for 40 × 60 mm?

From the digital file, yes, but the frame gets narrower: 4×6 has a 2:3 ratio, while 35×45 is closer to 3:4, so part of the shoulders is cut off at the sides. You’ll get a better result from the original photo with room around the head.
