Foreigners applying for a Turkish work permit do it online through the Ministry of Family, Labour and Social Services (ÇSGB) e-İzin system, and the photo is one of the few things the system rejects on sight. Two official documents set the rules: the directorate’s announcement of 24 January 2022 and the e-İzin user guide.

What the ÇSGB announcement says

The International Labour Force directorate states in Turkish that the foreigner’s photograph must be taken in colour within the last 6 months, from the front, with the face uncovered, so that the person can be easily recognised, with a white (biometric) background. The same announcement adds that the photo to be uploaded must be of passport-photo (“vesikalık”) size with a white background, and that the photos must meet ICAO standards.

What the e-İzin user guide adds

The user guide describes the file: a biometric photo taken within the last 6 months, uploaded as an image file (.jpg, .png, etc.) of at most 2 MB (“en fazla 2 MB büyüklüğünde”).

What is not specified

Neither document publishes a width and height in millimetres or a pixel size. Our tool uses a 50 x 60 mm frame for this permit; if the system rejects a file, check the size against the current e-İzin screen.

Common reasons for a rejected upload

  1. Not a white background. Grey walls and curtains do not count as white.
  2. A photo older than 6 months.
  3. A file over 2 MB. Phone photos are often larger; compress before upload.
  4. Face partly covered or turned. The announcement asks for a front view with the face uncovered.
