Replacing a Ukrainian driving licence abroad in 2026: online via Diia and delivery of the card abroad

In short. Order a replacement online (loss, damage, expiry, change of details) — no exams, no new photo needed if the licence was issued after 01.01.2013. Review up to 3 working days, payment within 10 minutes. In the Diia app the card is delivered only within Ukraine, but through the Electronic Driver's Cabinet (e-driver.mvs.gov.ua) international card delivery works to 27 European countries (delivery ~960 UAH, ~15 days). Or get an e-licence in Diia right away. The consulate does not issue new licences.

A Ukrainian driving licence is replaced online without a visit to a service centre and without taking exams — in case of loss, theft, damage, expiry, change of surname or other personal details, as well as to replace a temporary licence (issued for the first time for 2 years) with a permanent one. You can submit an application in the Diia app from May 2023, and ordering delivery of the new document (Ukrposhta or courier) was added in November 2023.

Who can replace it online

  • The licence was issued after 01.01.2013 — that is, your digitised facial image is already in the Unified State Register of the MIA. In that case the exchange is available through the electronic driver's cabinet or the Diia app.
  • If the licence is older than 2013 (no photo in the register) — online will not work, a personal visit to an MIA service centre is required.
  • Replacement without exams is not possible if, during the validity period of the licence, the driver violated traffic rules more than twice — then theory and practical exams are taken.

Is a new photo needed

A new photographing is not needed for an online order. The old photo from the MIA register is transferred to the new document. Sending a photo or scan copy for entry into the register is not provided for.

  • A new photo is taken only during a personal visit to a service centre — the administrator photographs you on site.
  • Want to update an unflattering photo — this is done only in person at a service centre in Ukraine.

Steps to replace online in Diia

  1. In the Diia app open the menu "Services" → "Driving licence replacement".
  2. Choose the reason for replacement (loss, damage, expiry, change of details, etc.).
  3. Confirm your registered place of residence; you will need a digital passport and a verified RNOKPP (tax number).
  4. Choose the type of document: digital only (e-licence) or card + digital.
  5. Choose the method of receiving the card: an MIA service centre, a Ukrposhta branch or a courier (in the Diia app — within Ukraine).
  6. Pay for the service within 10 minutes — otherwise the application is cancelled. Review takes up to 3 working days.

Cost (2026)

  • Administrative service — 230 UAH (plus bank commission).
  • Secure blank of the plastic licence: the official Diia Guide currently states about 228 UAH (together with the service ~458 UAH), while specialised sources for 2026 cite about 378 UAH for the blank and roughly 608 UAH in total. Before paying, verify the amount in the app itself.
  • An e-licence (digital, without a card) appears in the app immediately; the administrative service of 230 UAH is paid.
  • Delivery of the card by Ukrposhta or courier within Ukraine — about 294 UAH separately.
  • International delivery of the card abroad — logistics roughly 960 UAH separately (see below).

How to get the card while abroad

There are two working options.

1. International delivery of the card. In the Diia app itself, card delivery is arranged only within Ukraine. However, through the Electronic Driver's Cabinet (e-driver.mvs.gov.ua) international delivery of the new licence abroad is available. The service has been operating since October 2023 and covers 27 European countries — among them Poland, Germany, Czechia, Italy, Hungary, Moldova, Slovakia, Romania, Spain, Lithuania, Latvia, Estonia, Sweden, Georgia, Portugal, Greece, Norway (the list is expanding, so check the current list in the Driver's Cabinet). Ordering: log in to the Driver's Cabinet via BankID or Diia.Signature, choose the reason for exchange, specify international delivery and the address, and pay. The document is sent by Ukrposhta in roughly 15 days; logistics — about 960 UAH separately from the cost of the licence.

2. E-licence right away. If delivery to your country is not yet available or you need it fast — during processing choose the digital document: the e-licence appears in Diia and the driver's cabinet immediately. The physical card can be ordered later (with international delivery or collected at a service centre after returning to Ukraine).

What the consulate does (and does not do)

  • Consulates of Ukraine do not issue or replace new driving licences abroad. Issuing and replacing licences is done exclusively by MIA service centres in Ukraine and online via Diia / the Driver's Cabinet.
  • Through the e-Consul system (e-consul.mfa.gov.ua) the consulate issues a certificate confirming the validity of the driving licence — it is used for the exchange of the Ukrainian licence into a local one in the country of permanent residence. Licences issued after 01.01.2012 can be checked.
  • If you are exchanging your Ukrainian licence into a local one (for example, in Poland), the documents are submitted to the local authority (city government/starostwo), which itself sends a request to the Consular Department of the Embassy of Ukraine to verify authenticity.

In short: which scenario is yours

  • Lost/damaged/expired licence, licence issued after 2013, you are abroad → online replacement; the e-licence in Diia immediately, and the card — with international delivery through the Driver's Cabinet (if your country is on the list) or after returning to Ukraine.
  • A new photo is needed or the licence is older than 2013 → a personal visit to an MIA service centre in Ukraine.
  • You want to drive on a local licence of your country of residence → exchange through the local authority + a certificate of validity via e-Consul.
