Germany applies the world's most precise passport photo specification: the Bundesdruckerei publishes a printable Passbildschablone (photo template) showing the exact head position, eye line and crown placement. Photos that do not match this template within tight tolerances are rejected at the Bürgeramt during the application appointment.
