The Belarusian biometric passport is issued by the citizenship and migration units of the Ministry of Internal Affairs, and for citizens who live abroad also by the Main Consular Directorate of the Ministry of Foreign Affairs — only inside Belarus. It is issued only to a holder of a valid ID card or together with a new one.
The applicant does not bring a photo: according to the Ministry of Foreign Affairs, an application for a biometric passport requires personal presence for digital photographing, and the document list contains no photographs. The 40 × 50 mm frame on this page is the Belarusian passport photo template (MVD Resolution No. 251) for a preparatory file, not a requirement of the biometric-passport procedure.
