The Belarusian ID card is issued by the citizenship and migration units of the Ministry of Internal Affairs, and for citizens who live abroad also by the Main Consular Directorate of the Ministry of Foreign Affairs — only inside Belarus. The applicant does not bring a photo: according to the Ministry of Foreign Affairs, an application for an ID card requires personal presence for digital photographing, and the ID-card document list contains no photographs.
