Power of Attorney Through a Ukrainian Consulate in 2026: Documents, Price, Validity, Online via "e-Consul"

In short. A power of attorney is certified by a Ukrainian consul based on the passport of a Ukrainian citizen; a non-property one costs €28 + €18 for the signature on the register application, a property one — €55 + €18, for parents/spouse/adult children a property one — €28. The consul does NOT certify contracts for the alienation of real estate in Ukraine. From 1 July 2025, a draft power of attorney can be prepared online at id.e-consul.gov.ua and signed during a visit through the e-queue. A consular power of attorney is valid in Ukraine without legalization; all notarially certified powers of attorney are entered into the Unified Register of Powers of Attorney.

Who can certify a power of attorney abroad. Consular establishments of Ukraine perform notarial acts under Article 38 of the Law of Ukraine "On Notariat," including certifying powers of attorney. The consul does NOT certify contracts for the alienation and mortgage of residential houses, apartments, country houses, garden houses, garages, land plots and other immovable property located in Ukraine. The alternative is a local foreign notary, but then the document requires an apostille (for countries of the 1961 Hague Convention) or consular legalization and translation into Ukrainian.

How much it costs: the 2026 consular fee

  • Non-property power of attorney (representation in courts, obtaining documents, registration of place of residence, etc.): €28 for certifying the power of attorney + €18 for certifying the signature on the application for entering the power of attorney into the Unified Register of Powers of Attorney — €46 in total.
  • Property power of attorney: €55 + €18 — €73 in total.
  • Concession for close relatives: if the property power of attorney is issued in the name of a parent, a husband/wife or one's own adult child and the originals of the documents confirming family ties are presented, the fee for certifying the property power of attorney is €28.

The tariffs are set by the Regulation on the Consular Fee (order of the Ministry of Foreign Affairs). The payment method depends on the country (usually a bank card on the premises of the establishment).

Which documents are required

  • Personal appearance of the principal — representation is not permitted.
  • A passport of a Ukrainian citizen (international passport or ID card), original and copy.
  • The registration number of the taxpayer's account card (RNOKPP, "identification code"), original and copy.
  • The full details of the attorney-in-fact: surname, first name, patronymic and passport details.
  • A ready draft power of attorney or a clear list of the powers you are granting.
  • If required — a document confirming legal stay in the country (visa, residence permit).

How to issue it online via "e-Consul" (e-Notariat)

On 1 July 2025, the automated system of notarial services of the Ministry of Foreign Affairs began operating. It was first launched in pilot mode at around 40 establishments, and from 20 August 2025 the service became available at all diplomatic establishments of Ukraine that provide consular services (about 120 embassies and consulates). It is still worth checking whether the service is available at a specific establishment on its website. The procedure:

  1. Go to the portal id.e-consul.gov.ua, choose the type of document (a property or non-property power of attorney, an application, a will, etc.) and fill out the template online.
  2. Agree the draft document with the consul remotely through the system.
  3. Book a slot in the electronic queue of the Ministry of Foreign Affairs for a visit.
  4. Come to the establishment in person, sign the document in the presence of the consul and receive the certified power of attorney — fully remote certification is not possible.

Through e-Notariat the following are available: powers of attorney (property and non-property, except contracts for the alienation/mortgage of real estate in Ukraine), wills, certification of the accuracy of copies, translations, the authenticity of a signature, the fact that a person is alive, etc.

Validity in Ukraine and registration

  • A power of attorney certified by a Ukrainian consul is valid in Ukraine without an apostille and legalization.
  • All notarially certified powers of attorney (both property and non-property) are subject to entry into the Unified Register of Powers of Attorney — it is precisely for this entry that the €18 for certifying the signature on the corresponding application is paid.
  • The term of the power of attorney is stated in the document itself. If no term is set, the power of attorney is valid until its termination (Art. 247 of the Civil Code of Ukraine). A power of attorney without a date of issue is void.
  • Transactions for the alienation of real estate (temporary martial-law rule). Under Resolution of the Cabinet of Ministers No. 719 of 24.06.2022, a contract for the alienation of real estate under a power of attorney is concluded without additional confirmation if no more than two months have passed from the day of certifying the power of attorney to the day of signing the contract (for a power of attorney certified by a consular establishment or abroad) or one month (for a power of attorney certified by a notary). If this term has expired, the principal's statement confirming the validity of the power of attorney is required, the signature on which was certified no earlier than one month (consulate/abroad) or seven days (notary) before the conclusion of the contract. The rule applies during the period of martial law.
