Employment permits in Ireland are applied for online through EPOS (Employment Permits Online System), run by the Department of Enterprise, Trade and Employment (DETE). The user guide spells out the photo upload.
Size and file rules
EPOS user guide, section 7: a passport photo of the foreign national must be uploaded as part of the documentary attachments for all employment permit applications. In line with the Employment Permits Regulations, the photo must be the same size and specifications as that provided for an Irish passport — width 413 pixels (35 mm at 300 dpi), height 531 pixels (45 mm at 300 dpi).

DETE advises applicants to go to an official photo shop and obtain a digital file photo saved in JPEG format.
Checking and fixing the file
- The dimensions and dpi can be seen in the file properties (the details tab) without opening the photo.
- Software and online tools can resize it; the guide shows how with MS Paint (aspect ratio unchecked, 413 horizontal, 531 vertical).
- If the photo meets the requirements but still does not upload, save it to the computer desktop and upload it from there.
Where the upload sits in the application
The first page of the employee section is the employee questionnaire (starting with “Are you currently in the State”) and has the passport photo upload option. The employee fills in the personal fields, uploads the passport photo and signs the declaration page; if any party (employee, employer or agent) does not sign, the application stays a draft and the “Pay now” button does not appear.
Employment Permits FAQs 2024 add that a new application needs a passport valid at least six months after the application date, a renewal at least three months, and a clear copy of the passport’s personal details page.
