"Green Corridor" in Kyrgyzstan (July 2026): How to Leave Without Fines for Immigration Violations

In short. From July 1 to July 31, 2026, foreigners with immigration violations can get a free exit visa to legally leave Kyrgyzstan without fines.

According to Presidential Decree No. 233 dated June 24, 2026, a temporary immigration amnesty—the so-called "Green Corridor"—has been introduced in Kyrgyzstan. From July 1 to July 31, 2026, foreign citizens staying in the country in violation of immigration laws can legally leave without paying administrative fines and the state fee for an exit visa.

What has changed

Previously, for overstaying a visa or lacking registration, foreigners had to pay a significant administrative fine, as well as a state fee for issuing an exit visa (Telex). Thanks to the amnesty, these financial sanctions are temporarily waived.

Who this applies to

The amnesty applies to foreign citizens and stateless persons who:

  • Have exceeded their permitted period of stay in Kyrgyzstan.
  • Have an expired visa or a canceled residence permit.
  • Are in the country without documents confirming the legality of their stay (for example, missed registration deadlines).

Important: This procedure does not apply to persons who have open criminal cases, court decisions, tax debts, or other restrictions stipulated by the legislation of Kyrgyzstan.

What to do now

To take advantage of the "Green Corridor", you must complete the following steps by July 31, 2026:

  1. Obtain a letter from the MIA: Contact the local police department (Ministry of Internal Affairs) at your place of residence and obtain an official permission letter to leave under the amnesty.
  2. Prepare documents: Make a copy of your passport and prepare a standard visa-format photograph strictly on a white background.
  3. Submit an online application: Go to the official portal evisa.e-gov.kg, fill out the exit visa application form, and attach the letter from the MIA, a copy of your passport, and the photograph.
  4. Wait for the visa: Upon approval, you will receive an electronic exit visa (Telex), with which you can cross the border without hindrance.

Common mistakes

  • Postponing to the last day: Applications submitted after 11:59 PM on July 31, 2026, will not be accepted. Processing the letter from the MIA and the visa itself takes time (usually 3–4 working days), so you need to act immediately.
  • Applying without the MIA letter: The e-Visa portal will automatically reject your application if you do not attach the official letter from the local police department.
  • Incorrect photo: The photograph must be strictly on a white background. Any other background will result in a rejection.
  • Attempting to legalize inside the country: The amnesty only grants the right to leave without fines. It does not extend your stay or legalize your status in Kyrgyzstan.

Will I be able to return to Kyrgyzstan after leaving under the amnesty?
Yes. Voluntary departure under Decree No. 233 does not create an entry ban or result in blacklisting. After leaving, you will be able to apply for a new visa from your home country.
How long does it take to process an exit visa?
Usually, the process takes 3–4 working days after submitting the full package of documents on the evisa.e-gov.kg portal. However, the time also depends on how quickly you obtain the mandatory letter from the MIA.
What happens if I don't manage to submit the application by July 31?
Applications for a free exit visa will not be accepted after 11:59 PM on July 31, 2026. After this date, standard administrative fines and possible deportation will be applied to violators.
