The Bureau of Consular Affairs (BOCA) of Taiwan’s Ministry of Foreign Affairs publishes a single page called “Passport Photos” (updated 13 June 2025). It says the standards follow ICAO and that for an e-passport two identical colour photographs, taken within the last six months, are submitted.
Taiwan passport photo size and head position
- Size: 45 mm in height and 35 mm in width (1.77 by 1.38 inches, not including the frame), showing the head and top of the shoulders.
- Head: from chin to crown between 32 mm and 36 mm (1.26 to 1.42 inches, thus 70–80 % of the photograph) and evenly centred.
- Background: plain white, with uniform lighting and no shadows or reflections on the face or the background.
- Paper: photographs free of ink marks and creases; BOCA checks the paper quality, and a photograph on paper too thin to make the passport is rejected.
Face, glasses and clothing
- Eyes open and clearly visible; neutral expression with the mouth closed (applicants unable to close the mouth are excluded).
- No hair covering the eyebrows or eyes; both edges of the face clearly visible; head not tilted sideways, backwards or forwards.
- Ears, moles, birthmarks and scars clearly visible. An applicant with microtia may conceal the ears with hair, but both edges of the face must be visible.
- Glasses: no reflection or glare, tinted glasses avoided (exceptions for the visually impaired), thick frames avoided and frames must not cover any part of the eyes.
- Coloured or circle contact lenses are not allowed.
- No military or police uniform or camouflage clothing. Head coverings only for religious or medical reasons, with the face from chin to forehead and both edges visible.
- Children: head and shoulders only, with no chairs, toys, pacifiers or other people in the picture.
No composites, no mirror images
BOCA states the photographs must reflect the true appearance. Composite photos and photos that reverse left and right are not permitted, and altered or mirrored photos may cause delays at airport e-gates. Resampling the original image or changing its size before printing is not permitted either; a digital-camera photograph must be a high-quality colour image from a camera of at least three million pixels.

For a domestic applicant who uploads the digital photo, one colour paper photo identical to it is still attached, because the short application sheet is printed in black and white. A photograph that does not meet the requirements is unacceptable and the applicant provides two other current, high-quality paper photographs.

Taiwan Visa and eVisa Photo 2026: BOCA Requirements (35x45 mm & 531x413 px)
The Bureau of Consular Affairs of Taiwan (BOCA) has updated and detailed the photo requirements for obtaining visas and electronic visas (eVisa). For paper submission, a standard size of 35x45 mm is required, while for online upload, a digital file in JPG/JPEG format with a minimum resolution of 413x531 pixels must be provided. The photo must be taken against a pure white background within the last 6 months, with a neutral facial expression and without thick-framed glasses.
