Criminal record certificate via Diia 2026: online extract + apostille for work and residence permits abroad

In short. Order the extract in Diia: Services → Certificates and extracts → Criminal record extract. The electronic extract is free and ready within 10 working days (up to 30 calendar days if additional checks are needed). For use abroad you need a paper extract with an apostille — its production takes up to 30 days plus up to 5 days for the apostille (the apostille is added in the same application). The apostille for an individual costs UAH 670 (as of 2026). For work/residence permits, the full extract is usually requested.

For work, a residence permit or a visa abroad, a paper criminal record extract with an apostille is almost always required. In 2026, the entire process can be completed online through Diia — without a personal visit to the Ministry of Internal Affairs.

What to order for use abroad

Foreign institutions accept a paper extract with an apostille, not just an electronic file. In Diia you can order both the extract and the apostille in a single application — there is no need to contact the Ministry of Internal Affairs separately (the service has been in operation since 11 September 2025).

  • Short extract — only information about the presence/absence of a criminal record.
  • Full extract — information about prosecution for a criminal offence, the presence/absence of a criminal record and restrictions under criminal procedure law.

For employment and residence permits, foreign institutions more often require the full extract. Before ordering, check the required type with the organization where you are submitting your documents.

Step by step in Diia

  1. Open the Diia app and log in.
  2. Go to: Services → Certificates and extracts → Criminal record extract.
  3. Select the purpose of the request (for example, submission abroad) and the type of extract (full / short).
  4. Choose the format: paper with an apostille — this is exactly what foreign institutions require.
  5. If you need an apostille — add this option in the application.
  6. Choose the method for receiving the paper document: a Ministry of Internal Affairs office in Kyiv, an Ukrposhta branch or courier delivery.
  7. Check the data, confirm the application and pay online within 24 hours.

Who can order

  • Citizens aged 14 and over.
  • You need a RNOKPP (tax identification number) confirmed in Diia and a document: an ID card, an international passport or a residence permit.

Terms

The terms depend on the format of the extract:

  • Electronic extract — up to 10 working days; if the data requires additional checks — up to 30 calendar days.
  • Paper extract (for use abroad) — production takes up to 30 days.
  • Apostillean additional up to 5 days on top of the paper extract production time.

So for the “paper extract + apostille” route, realistically allow up to 30 + up to 5 days. The application status is tracked online in Diia.

Cost

The electronic extract is provided free of charge. A separate fee is charged for the paper extract and for affixing the apostille, which must be paid online in Diia within 24 hours after submitting the application. The administrative fee for an apostille for an individual is UAH 670 (as of 2026; this is 0.2 of the subsistence minimum for able-bodied persons). Each document is apostilled separately.

The electronic extract: when it is suitable

The electronic extract is generated with a digital seal, arrives in your Diia account and by email, and is verified by its identifier/QR code on the Ministry of Internal Affairs website. It is convenient for use within Ukraine, but for submission to foreign authorities a paper extract with an apostille is almost always required — an apostille is not affixed to an electronic extract.

Important about translation and validity period

  • An apostille certifies only the Ukrainian document. Many countries additionally require a sworn/notarized translation — check with the receiving institution.
  • Check the acceptable validity period of the extract for the destination country: institutions often accept a document issued no earlier than 3 months ago.

The legal basis for issuing the extract is Order No. 207 of the Ministry of Internal Affairs of Ukraine of 30.03.2022 (registered with the Ministry of Justice on 15.04.2022 under No. 425/37761).
