Belgium-specific things to know
- The face-length rule is in millimetres and percent — 31–36 mm, 70–80 % of the height of a 45 mm photo — and it applies to every Belgian photo document: passports, Kids-ID, electronic identity cards and residence documents.
- Black-and-white photos are accepted for other Belgian documents but not for passports, and the background must be light-coloured, not necessarily white, with enough contrast to the head.
- Teeth must not be visible and even a slightly open mouth is forbidden; the 400 dpi resolution is checked by the photographer, and your municipality refuses a non-compliant photo.

What the source confirms
- FPS Foreign Affairs, Belgian passport, quality requirements for the photo (updated 20 March 2025): the photo must comply with ICAO standards, «stricter than in the past»; if it does not comply the municipality has to refuse it; four fundamental rules — a neutral facial expression (mouth shut, no smiling); head and shoulders straight, right in front of the camera; face totally uncovered (forehead, chin and the part towards the ears visible); eyes perfectly visible (no reflecting or tinted glasses, frames not too big and not too close to the eye line; if you wear glasses you can remove them, even if you wear them daily).
- Federal photo matrix, dimensions and quality: «Dimensions de la photo: 35 mm x 45 mm (lxh). Longueur du visage (du menton au sommet du crâne): entre 31 et 36 mm (= entre 70 et 80 % de la hauteur de la photo)» (width × height; the face length from chin to crown 31–36 mm = 70–80 % of the photo height). Good quality: at most 6 months old; in colour (black-and-white accepted except for passports); natural rendering; sharp, with enough contrast and visible details; in good condition, not a copy, not retouched; printed on smooth, high-quality paper; resolution of at least 400 dpi (the requirement addresses the photographer).
- Same matrix, lighting and background: even lighting, no under- or overexposure, no shadows on the face or background, no reflections on the face or from accessories, no red eyes; the background light-coloured, regular, plain, with no colour gradient and enough contrast between the head and the background.
- Same matrix, position and expression: the whole head in the photo and centred; face and shoulders from the front, eyes on a horizontal line, head straight, shoulders straight, no visible support (a child's support can be a hand under the clothes or behind the head); neutral expression, looking straight into the lens, mouth closed — a large smile or even a slightly open mouth is forbidden, and teeth must not be visible.
- Same matrix, visibility, glasses and exceptions: bare head and the face and eyes entirely visible, hair not falling on the eyes or eyelids (the ears need not be visible, but the start of the ears must be located); glasses accepted if the eyes are entirely visible through totally transparent lenses, with no annoying reflections and no shadows — if reflections cannot be avoided, remove the glasses; religious reasons waive only the «bare head» criterion; physical or medical reasons may be backed by a signed doctor's statement; children under 6 are exempt from the criteria «eyes on a horizontal line», «head straight», «shoulders straight», «neutral expression», «looking straight into the lens» and «mouth closed».
