Why these photos get rejected — and how to fix each one
Finland-specific things to know
- You usually bring nothing: the studio sends the photo with a retrieval code. The specification you need to know is the one the studio follows — 500 × 653 pixels, JPEG, 250 kB — and your own photo uploaded to the server is a risk the police advise against.
- The head is given in millimetres (32–36 mm) and pixels (445–500 px) with margins above and below, not as a percentage of the photo; black-and-white is accepted.
- The best background is light grey, not white, because the picture engraved on the document is greyscale and a pale face or shirt would blur into a white background.

What the source confirms
- Finnish Police, «Submitting passport photographs»: in most cases the photography studio you visited sends your photograph directly to the police; you can upload your photograph to the police's photograph server but this is not recommended because many uploaded photographs have to be rejected; there is no preliminary inspection, and photos by non-professionals are often rejected due to poor quality — the most common problems are incorrect lighting and optical distortion from too short a shooting distance; for a passport application one passport photograph taken no longer than 6 months before submitting the application.
- Police instructions, format: the photograph can be black-and-white or colour; photographs submitted electronically must be exactly 500 × 653 pixels («Deviations as small as one pixel are not accepted»), saved as JPEG (not JPEG2000, extension .jpg or .jpeg), at most 250 kilobytes; a paper photograph can be used if you submit the application at a police service point. The photographer usually sends the photograph electronically and it is linked to the application with a photograph retrieval code.
- Police instructions, quality and dimensions: no more than six months old; not manipulated in any way, digital make-up not allowed; sharp over the entire face, not blurry or grainy, no colour defects or optical distortion (smartphone wide-angle photos from a short distance enlarge the nose). The pixel dimensions apply only to the photograph server and the millimetres only to paper photographs: crown to chin at least 445–500 px (32–36 mm); at least 56 px (4 mm) and at most 84 px (6 mm) above the crown; at least 96 px (7 mm) and at most 124 px (9 mm) below the chin; the centre line of the face at most 21 px (1.5 mm) from the centre line of the photo; hair and beard need not be fully visible.
- Police instructions, posture, expression and background: the head straight, face and eyes pointing at the camera, shoulders in line with the face (no looking over the shoulder); both ears need not be visible; neutral expression and mouth closed (flexible for very young babies), eyes open without squinting; face completely visible; glasses can always be taken off, tinted glasses or an eyepatch only for medical reasons; a scarf or head covering only for religious reasons, established tradition or health; even lighting with no shadows and no red eye; the background monochromatic and flat, light and neutral, without shadows, the face, hair and clothes standing out clearly, light grey best because the laser-engraved picture on the document is always greyscale.
