Why these photos get rejected — and how to fix each one
Ireland-specific things to know
- The online and paper routes differ: online is a digital colour JPEG of at least 715 × 951 pixels, up to 9 MB, while on paper you need four identical prints of 35–38 × 45–50 mm — and black-and-white is recommended for the print.
- Smiling is not allowed («do not smile»), selfies and zoomed photos are refused, and a witness signs and stamps two of the four prints.
- The background may be light grey, white or cream, completely plain, with no door panels or plants visible.

What the source confirms
- Passport Service, general: «Poor quality photos are one of the main reasons we reject passport applications. You must submit a photo that has been taken in the last six months. This is a requirement from the International Civil Aviation Organisation. Your application will be delayed if your photos do not meet the rules.» Online you must submit a digital photo; by paper form a printed photo.
- Digital photos: use a device that takes digital photos with someone to help — «You cannot take a selfie. Do not use the zoom function» — or get a digital photo at a photo shop or a participating photo booth (with a code). Technical specifications: not a scanned photo; in colour; not less than 715 pixels wide and 951 pixels in height; in JPEG format; no compression, loss or compression artefacts; not digitally enhanced or changed; no barrel or other distortion; not larger than 9 MB.
- Printed photos, paper application: include 4 identical photos no more than 6 months old; the witness writes the form number on the back of two of the four photos and signs and stamps them. Size: a close-up of your face and the top of your shoulders so that the face takes up between 70 % and 80 % of the frame; minimum 35 mm × 45 mm, maximum 38 mm × 50 mm. Quality: photo-quality paper at a high resolution, sharp focus and correct exposure, no ink marks or creases, no digital enhancements, the reverse white and unglazed; black-and-white recommended because the photo is printed in black and white on the passport, colour also accepted.
- Pose and visuals, digital and print: facial features visible, hair not covering any part of the eyes; glasses allowed if the frame does not cover any part of the eyes and there is no glare on the lenses, dark glasses not permitted; a head covering for religious or medical reasons with the full facial features visible; the photo in focus, balanced lighting and colour, no shadows on the face or behind the head, no red eye, natural skin tones; a neutral expression, no smile, mouth closed, head not tilted, looking straight into the camera; head to mid torso with visible space around; uniforms and clothing with insignia not permitted; a completely plain light grey, white or cream background without objects.
- Children: an infant who cannot support themselves is photographed lying down on a plain white surface, with no hands or arms visible and no soothers or pacifiers; for babies and small children (newborn to 36 months) a cropping tool lets you frame the child's face manually in the uploaded photograph.
