Why these photos get rejected — and how to fix each one
Turkey-specific things to know
- Turkey names no size in millimetres for the work permit photo — only a biometric (ICAO) colour photo in «vesikalık» proportions on a white background — and the photo is printed on the work permit document.
- The 2022 announcement says to upload in full without cropping or shrinking, while the 2024 guide has you crop the picture on the screen to the field and confirm it with the «Fotoğrafı Onaylayınız» button.
- The photo is a picture file (.jpg or .png) of at most 2 MB, while the employer's documents are PDFs of at most 2 MB — two different uploads.

What the source confirms
- ÇSGB announcement of 24 January 2022 (translated from the Turkish): photographs that do not meet the standards are often uploaded in work permit applications, which causes delays and various problems in examining and concluding them; to prevent this, biometric (ICAO-standard) photographs must be used and the system uploads must follow the right dimensions; the photograph of the foreigner must be taken in colour within the last 6 months, from the front, with the face uncovered, so that the foreigner is easily recognisable, with a white background (biometric); the photo uploaded to the system must be in passport-photo (vesikalık) dimensions with a white background.
- Same announcement: the photograph must be uploaded to the photo box in full, without cutting, cropping or shrinking; a link to the ICAO standards is given.
- e-İzin application guide 2024, 5.3.1 «Personal Information» (translated): after the foreigner's identity number and date of birth are entered, the screen has an area for the personal information, residence/status information, contact information and the foreigner's biometric photograph; the photo uploaded must be a biometric photograph taken within the last 6 months, in a picture format (.jpg, .png, etc.) and at most 2 MB; the photograph must be edited by cropping so that the face of the foreigner is clear and fits the relevant field as it will be printed on the work permit document, and confirmed with the «Fotoğrafı Onaylayınız» button.
- e-İzin application guide 2024, 4.1.4: the employer documents to upload — the current trade registry gazette, the balance sheet and the activity certificate of the workplace — are scanned and uploaded as «.pdf» files of at most 2 MB.
