For a Bolivian passport applied for at the Embassy of Bolivia in Mexico the embassy says «no photograph is required; it is taken in our office». The applicant first e-mails the consular section for an authorisation (full name, date of birth, identity-card number and whether there is a valid identity card or a birth certificate issued within 3 months), is given an appointment and attends in person with the expired passport — or one with six months or less of validity —, the valid identity card or an updated birth certificate and the proof of payment; the cost is US$ 90, the registration takes 60 to 90 minutes and the new passport is delivered after 15 days at the earliest, printed at the Bolivian issuing centre in Washington. For the safe-conduct (a document valid for one entry to Bolivia in emergencies) the embassy does ask for «one current passport-size photograph, in colour, on a white background, front view». The Foreign Ministry's common page for consular offices explains that the electronic passport is processed by the Directorate General of Migration (DIGEMIG) in Bolivia and at the consular offices abroad, and its lists name no photograph; no size or face rule is given.
