Croatia passport photos are administered by the Ministry of the Interior (MUP) through police stations. The format is 35×45mm with head 31.5-36mm chin-to-crown, plain grey background, 3mm top-of-head margin.
Critical Croatia-specific: when applying in person at MUP, photo + fingerprints + signature are captured from the MUP database using their dedicated equipment — applicants typically do not bring their own photo. The biometric residence permit uses a smaller 30×35mm format (different from passport 35×45).
