Estonia-specific things to know

  • The Estonian passport photo is a digital file, not a print: the PPA states file size (1–5 MB) and pixels (at least 1,300 × 1,600), and a photo taken in a service-office booth is free and valid for 183 days.
  • Scans, screenshots and photos of a screen are not allowed, and a photo taken with a phone should use the rear camera.
  • The 40 × 50 mm print size with the face at 70–80 % is the Ministry of Foreign Affairs' figure for the documents the Ministry issues; the PPA gives none in millimetres.

How passport photos are verified

In Estonia the Police and Border Guard Board (PPA) takes the passport photo as a digital file and recommends a photo booth in one of its service offices — free of charge in every office, even if you apply elsewhere — or a photographer's studio. A booth photo is valid for 183 days at any service office or in the self-service portal; a photo you take yourself must not be older than six months, and «submitting a non-compliant photograph will extend the time of receipt of the document».

For an adult the photo is colour and unedited, a file of 1–5 MB with at least 1,300 × 1,600 pixels, «a scanned photograph, or a screenshot of a computer screen or a mobile phone screen, is not allowed», on a light, single-colour background «without extraneous objects (including patterns)», no headwear or headphones, looking straight into the camera with the eyes level and the head not tilted, the face in the centre, eyes visible behind the frames and glasses that do not reflect light; with a phone use the rear camera, because the front one distorts the face. For a child of 0–7 the photo is colour, unedited, on a light plain background, looking at the camera with the mouth closed, with no big hair adornments or toys.

The Ministry of Foreign Affairs states a printed 40 × 50 mm photo, taken within six months, with the face at 70–80 %, for the documents the Ministry issues.

Background and light

Background: plain light
