Russian internal passport (Passport RF) photo requirements are set by the MVD of Russia (Ministry of Internal Affairs) in the Administrative Regulation approved by Order No. 773 of 16.11.2020, п. 36; applications go through the Gosuslugi portal, the migration unit or an MFC. The photo is 35×45 mm, black-and-white or colour, and must match the applicant's age on the day of application (п. 36.1).
The head and upper shoulders fit in the frame, the crown-to-chin distance is at most 80 % of the frame height, and 5 mm (±1 mm) of free space is left above the crown (п. 36.2); the Regulation sets no minimum head height in millimetres. Background: white and even, without stripes, stains, foreign objects or shadows (п. 36.7).
For the print the Regulation sets only the paper: thickness 0.235 ± 0.075 mm, density at least 110 g/m² (п. 36.9) — glossy or matte is not regulated. With a Gosuslugi application the photo is attached as an electronic file (п. 30); neither the Regulation nor the portal's help page publishes pixel, file-size or format limits for it.
