What the source confirms
- MVD Order No. 773 of 16.11.2020 (Administrative Regulation, п. 36.1) requires identical black-and-white or colour photographs of 35 × 45 mm, matching the applicant's age on the day of application, with the face shown without a head covering.
- П. 36.2 of the Regulation: the head and upper shoulders must fit in the frame, the crown-to-chin distance must not exceed 80 % of the vertical frame, and the free margin above the head must be 5 (±1) mm.
- П. 36.7: strictly full-face, looking straight, neutral expression, mouth closed; white, even background without stripes, stains, foreign objects or shadows; eyes open and not covered by hair.
- П. 36.3–36.6: a religious head covering is allowed if it does not hide the oval of the face; the face must be in focus from the chin to the hairline and from the nose to the ears; people who permanently wear glasses are photographed in untinted glasses whose frame does not cover the eyes; lenses that change the natural eye colour, uniforms, outerwear and scarves covering part of the chin are not allowed.
