Photo rules for the Russian military ID (voenny bilet) are set by the Ministry of Defence of Russia in the Instruction on military registration approved by Order No. 700 of 22.11.2021 (as amended by Order No. 438 of 09.07.2025). For the military ID of soldiers, sailors, sergeants, petty officers, warrant officers and midshipmen (п. 10) the photograph glued to the inside of the cover is 25 × 35 mm, black-and-white, on a white background, printed on matte photo paper — a bust with a clear face, strictly full-face, without headwear; people who wear glasses permanently are photographed in them, with untinted lenses.
The Instruction uses two sizes: the reserve officer's military ID (п. 9) takes a 30 × 40 mm photograph with the same wording. The photo must match the citizen's age on the day the documents are submitted; the Instruction sets no head height and no margin above the crown.
For example, the military registration desk of the Murinskoe municipality (Leningrad Region) asks for two 3 × 4 cm black-and-white photos on matte paper.

Background: plain white
