The recommender — a member of the assembly, justice of the peace, notary, minister of religion, medical or legal practitioner, senior civil servant or bank official, gazetted police officer or a person of similar standing, not a family member — writes «I certify this is a true likeness of» the applicant on the back of one photograph with a signature and an official stamp.
