ID card abroad in 2026: where to obtain a Ukrainian citizen's passport and what photo you need

In short. An ID card abroad is issued only at branches of SE "Document" (Poland, Czechia, Slovakia, Turkey, Spain, Germany, Italy, as well as Bulgaria, Moldova, the United Kingdom, Canada — the list is expanding), not at a consulate. When the ID card is issued
- exchange due to a change of data, after the age of 25 or 45, or in case of damage;
- to replace a lost or stolen one;
- for the first time from the age of 14 — abroad, this service as of 2026 has been documented at Polish centres (Warsaw, Kraków, Gdańsk, Wrocław).

The biometric facial image is captured directly at the centre when you submit your application. You do not need to bring printed photographs. A paper photo of 10×15 cm is prepared in advance only in certain cases (for example, for persons with reduced mobility). The ID card contains an electronic chip with a digitised image of the holder's face.
Documents
- your current passport (for exchange) or a loss report/police extract (in case of loss/theft);
- a certificate of registered place of residence — if available;
- RNOKPP (tax identification number) — if available;
- for a first card from the age of 14: birth certificate and parents' passports.
Together with an international passport — since 25 December 2025
CMU Resolution No. 1709 introduced simultaneous issuance of an ID card and an international passport: a single entry in the electronic queue and a single administrative fee (one receipt) are enough. If you are receiving an ID card for the first time after the age of 14, the payment covers only the international passport. Parents can obtain passports for children under 14 — up to four children per visit.
Timing and cost
- Processing time abroad is up to 3 months from the day the application is accepted (in Ukraine the standard time is 20 working days).
- SE "Document" service fee: approximately around 80 euros (for example, ≈375 zlotys in Poland, ≈1650 liras in Turkey — depending on the country) plus the state administrative fee. Tariffs are reviewed periodically, so check the current amount on the page of the specific centre.
- For a first passport from the age of 14, the state administrative service is free of charge.
- Payment on site by bank card via smartphone; cash is not accepted.
Collection
The finished ID card is issued to the holder in person: verification is carried out during collection, so the person's presence is mandatory. Unclaimed documents are returned to SMS units in Ukraine after 3 months.
Validity period
- for persons under 18 — 4 years;
- for persons aged 18 and over — 10 years.
