Why these photos get rejected — and how to fix each one
Azerbaijan-specific things to know
- The ASAN e-visa asks for no portrait photograph at all — only a clear scan of the photo page of the passport; an unreadable scan is the stated reason for rejection.
- For a visa at an embassy the size is 3 × 4 cm (not 35 × 45 mm), two photographs, «matching biometric identification requirements»; the white background is written on the embassy pages, not in the Migration Code list.
- The Washington embassy takes visa applications by mail only, so the two photographs are posted with the passport.

What the source confirms
- Ministry of Foreign Affairs of Azerbaijan, «Documents required for visa issuance» (in accordance with article 36 of the Migration Code): the application form (can be filled out through the visa application portal); a passport or other travel document valid at least 3 months longer than the expected visa, with copies of the main pages; two colour photographs (3x4 cm) matching biometric identification requirements; a copy of the medical insurance certificate if the host does not pay for medical services; a document certifying payment of the state fee; the invitation where applicable.
- Embassy of Azerbaijan in Washington, tourist visa: two passport-sized photos; photos must be taken within the last 6 months to reflect the current appearance; coloured photos must be full face and on a white background; the consular section accepts visa applications via mail only. Embassy of Azerbaijan in Riyadh, tourist visa: two recently taken photos (3x4 on a white background); all documents must be submitted in printed form.
- Official e-visa portal (ASAN Visa), conditions: e-visas are issued only to citizens of the countries on the list approved by the Ministry of Foreign Affairs; applicants are responsible for the accuracy of the data entered in the application and of the scanned page of a travel document with a photo; if the attached copy of a photo page of a travel document cannot be read by the ASAN Visa system, the issuance of an e-visa will be rejected; apply at least 3 working days (standard) or 3 hours (urgent) before arrival; the travel document must be valid 3 months longer than the expiry date of the e-visa; the standard e-visa is issued within 3 working days and the urgent one within 3 hours.
