Whether an Azerbaijan visa needs a photo depends on the route. For the e-visa (ASAN Visa) the official portal asks for no separate portrait: the conditions speak only of the scanned page of the travel document with a photo, and say that if the system «cannot read the attached copy of a photo page of a travel document» the e-visa will be rejected; it is issued within 3 working days (urgent: 3 hours) and the travel document must be valid 3 months beyond the e-visa.
For a visa at an embassy or consulate the Migration Code (art. 36) list on the Ministry of Foreign Affairs site asks for «two color photographs (3x4cm) matching with biometric identification requirements». Embassy pages spell it out: Washington — two passport-size photos taken within the last 6 months, in colour, full face, on a white background; Riyadh — two recently taken photos (3 × 4 on a white background), submitted in printed form.
The embassy lists give no head-size or pixel rules beyond «biometric identification requirements», so a plain white background, a straight full-face pose and a sharp recent print are what matters.
