03What we fix

What we fix for free, and what AI fixes

Fixed for free

  • Background. Replaced with the one this document asks for: even plain background without shadows.
  • Head tilt. Straightened if the head leans slightly to one side.
  • Frame. Exactly 51 × 51 mm, by the document’s rules.
  • A light shadow on one side of the face. Gently brightened.
  • File and print sheet. A file to the document’s rules and a 10 × 15 or A4 sheet to print.

What can't be fixed for free, AI correction fixes

  • Hard shadows and uneven light on the face.
  • A smile, raised brows or a half-open mouth. Cropping keeps the face it was given.
  • Too few pixels. If the original is smaller than 602 × 602 px, enlarging it only blurs the face.
  • Clothing and pose. Shoulders out of frame, body turned away from the camera.

04Good to know

  • Two photos are enclosed only when filing from outside the United States; inside the country USCIS calls you to a biometrics appointment
  • Valid for one year; the validity cannot be extended

What the source confirms

  • Form I-131 Instructions (edition 01/20/25, OMB No. 1615-0013, expires 06/30/2027), Part 8.A Photographs, a Refugee Travel Document requested from outside the United States: «You must submit two identical color passport-style photographs of yourself taken recently. The photos must have a white to off-white background, be printed on thin paper with a glossy finish, and be unmounted…»
  • Same clause: «The photos must be 2 by 2 inches with a full face, frontal view. Head height should measure 1 to 1 3/8 inches from the top of your hair to the bottom of your chin, and eye height should measure between 1 1/8 to 1 3/8 inches from the top of your eyes to the bottom of the photo» — 51 x 51 mm, a 50-69 % head band and a 56-69 % eye line of the frame.
  • Same clause: the head must be bare unless the headwear is required by the applicant’s religious denomination; a digital photo must be produced from a camera of at least 3.5 megapixels; name and A-Number (if any) are printed lightly on the back of the photos.
  • Part 8.A ties the two-photo requirement to a Refugee Travel Document filed from outside the United States (and to Advance Parole and TPS travel authorization filed inside it); Part 9 sends Refugee Travel Document applicants aged 14-79 to a USCIS biometrics appointment. The Instructions publish no pixel, file-size or format limits and no glasses rule.
