What the source confirms

  • USCIS tells naturalization applicants to get two passport-style photos taken as part of preparing the application.
  • The USCIS naturalization overview also says applicants submit two photos with the application package.
  • After USCIS accepts an application, it may send a biometrics appointment notice to collect fingerprints, photo and signature.
  • The U.S. Department of State passport-style photo standard is 2 × 2 inches (51 × 51 mm).
  • State Department passport-photo rules require a white or off-white background and a recent colour photo.
  • The Form N-400 instructions require two identical colour passport-style photographs, 2 by 2 inches, full face and frontal, on a white to off-white background, printed on thin glossy paper and unmounted, under the heading "Photograph Requirements for Applicants Residing Outside the United States".
  • The same instructions set head height at 1 to 1 3/8 inches from the top of the hair to the bottom of the chin, and eye height between 1 1/8 and 1 3/8 inches from the bottom of the photo.
  • From 12 December 2025 USCIS policy alert PA-2025-29 provides that USCIS will not use or reuse self-submitted photographs, and that Forms N-400 and N-600 require the collection of new biometrics, including a new photograph.
