What the source confirms

  • 8 FAM 402.1-2 (1)-(4): the photograph must be in colour, taken within six months of submitting the application, 2 in x 2 in (about 5 cm x 5 cm) overall, with the facial image no less than 1 in (about 2.54 cm) and no more than 1 3/8 in (about 3.5 cm) from the top of the head to the bottom of the chin — the 50-69 % head band of a 51 x 51 mm frame (1 in = 50 %, 1 3/8 in = 68.75 % of 2 in).
  • 8 FAM 402.1-3 (e): a plain, white, off-white or light-coloured background with no large dark shadows, reflections or objects; eyeglasses are not acceptable unless they cannot be removed for medical reasons (e.g. after ocular surgery).
  • 8 FAM 402.1 applies one standard to passport books and passport cards — its attire clause bans military and law-enforcement-style clothing «for regular passport books and passport cards»; the Department of State mission site restates the rules as 2 x 2 inches (51 x 51 mm), head 1 to 1 3/8 inches (25-35 mm), plain white or off-white background, taken within the last 6 months, no glasses for passport photos.
  • travel.state.gov answered every fetch on 21 Sep 2026 with a Cloudflare bot challenge (HTTP 403); neither Department of State text publishes pixel or file-size limits for the printed photo.
