How ID card photos are verified

For an Afghan national ID card (Tazkira) applied for in absentia through the Embassy of Afghanistan in Doha the Embassy asks for «five recent photographs (1 photo for Embassy use and 4 to go with the package) with a white background (size: 4 × 4.5 cm)». The Embassy «is not the authority to issue the Tazkira»: it only starts the process, free of charge, for an applicant who has the Tazkira of a paternal relative — the father, grandfather, a sibling, a paternal uncle or aunt or a cousin on the father's side —, with the application form that names a representative or relative who will follow the case at the National Statistics and Information Authority (NSIA) in Afghanistan. After an interview at the appointment the Embassy prepares a package with an official letter to NSIA, sends scanned copies and returns the original package the same day; the representative or relative collects the original Tazkira from NSIA in Afghanistan, not from the Embassy, and the process may take a long time.
