Armenian ID cards are issued by the Migration and Citizenship Service of the Ministry of Internal Affairs. The applicant does not bring a photo: the government services platform hartak.am says the applicant must be photographed at the office and give fingerprints of all fingers of both hands, and the documents for an ID card are a passport or birth certificate with a photocopy.
