The Cambodian eVisa asks for a photograph, but not for a print and not for a size in millimetres. The official eVisa portal run by the Ministry of Foreign Affairs and International Cooperation lists, for the tourist visa, a passport valid for more than six months at entry, a «recent passport-size photo in digital format (JPEG or PNG format)» and a valid Visa or MasterCard credit card; the single-entry tourist eVisa is valid three months from issue for a stay of one month, processed in three business days.
The information pages state no pixel size, file limit or background colour. If the photo you uploaded is wrong, the FAQ says you can change it after submitting by sending the new photo to info@evisa.gov.kh with your reference number.
Nationals of Laos, Malaysia, the Philippines, Singapore, Vietnam, Thailand, Indonesia, Brunei Darussalam and Myanmar are listed as visa-exempt.

Head: 70–80 % of the photo height

If you wear glasses, check the shot: no glare on the lenses, eyes clearly visible.
