Kyrgyzstan visa photos are governed by the Temporary Provision on the procedure for issuing visas of the Kyrgyz Republic — the appendix to Cabinet of Ministers Resolution No. 312 of 30 April 2026, current edition of 23 July 2026. It replaced the 2017 visa Instruction, which the same Resolution suspended until 31 December 2026.

Visas themselves are issued by MID (the Ministry of Foreign Affairs), its consular department, Kyrgyz foreign missions and the e-Visa portal (evisa.e-gov.kg). The act names the photograph twice, and both times the background is white.

Clause 41 covers the paper route — the documents handed to a Kyrgyz foreign mission — and is the only clause anywhere in the act that states a size: a colour photograph on a white background, 35 × 45 mm. Clause 19 covers the visa form filed through the state electronic-visa portal: a colour photograph on a white background, with a sharp image of the face, the face and upper shoulders fully inside the frame, and the applicant looking straight into the camera — but no size at all.

The act publishes no head height and no eye line either, so the head band shown on this page is the ICAO Doc 9303 baseline rather than an act-backed figure.
