For a Montenegrin visa the Ministry of Foreign Affairs lists «one color photo, size 35 x 45 mm» among the documents, in the short-stay visa (C) list — transit, or a stay of at most 90 days in 180 days — and in the lists of the other visa types on the same page. The application is submitted in person at a diplomatic or consular mission on the prescribed form; the other documents are a travel document valid at least three months beyond the visa, proof of the purpose of the stay (a letter of guarantee or invitation), proof of means of support — at least 50 euros for each day of the requested stay —, proof of health insurance and proof that the consular fee is paid. In exceptional, justified cases a foreigner need not apply personally but must appear at the mission when the visa is issued; for a minor, a parent or legal representative applies.
