For the Romanian electronic identity card (CEI) and the simple identity card (CIS) — both issued since 2025 — the official portal says the issue «requires the physical presence of the holder at the counter, to take the facial image, the fingerprints of two fingers (where applicable) and the handwritten signature», so no photograph is brought from home and neither card can be issued on a special power of attorney. The portal's section «Taking the photograph» says «the quality of the photograph is very important, since it is the main visual element of identification in your identity document» and recommends that «when you present yourself at the counter, you do not wear white or very light-coloured clothes, which do not offer a clear contrast with the background (which is, as a rule, white)» — such clothes create «the undesirable visual effect known as a “floating head”». Since 1 August 2025 the CEI can be requested at any local public community service for the records of persons, regardless of domicile or residence; later, at a date to be announced, also at Romanian diplomatic missions and consular offices abroad; the CIS only in the country at the service of the domicile. Appointments are made online (hub.mai.gov.ro/cei/programari) — not by phone or e-mail. The two fingerprints are normally those of the left and right index fingers; the holder collects the card personally and sets the two PIN codes. No size, background or head rule is published for a photograph brought from home.
