Recognition of Ukrainian diplomas in the EU in 2026: the European Qualifications Passport and the route via ENIC-NARIC

Digital apostille and consular services for Ukrainians abroad: what changed in 2026

From 2 March 2026 the Ministry of Justice of Ukraine launched an updated Electronic Apostille Register — a modernisation of the e-APP register that has been operating since 2015. The apostille now has QR codes and an electronic version in an ASiC-E container with a qualified electronic signature, and you can verify its authenticity online at apostille.minjust.gov.ua. The service can be obtained without physical presence in Ukraine, which reduces the burden on consulates. In parallel, the Diia and e-Consul online services are being developed for registering civil acts and obtaining documents abroad.

Bulgaria has extended temporary protection for Ukrainian citizens until 4 March 2027 on the basis of Council Decision (EU) 2025/1460. Existing registration cards were valid until 30 April 2026 — by that date you had to apply for a new card.
