Passport and Consular Services for Men 18–60 Abroad: Official Conditions 2025–2026

In short. For a passport at an overseas DP "Dokument" center you do not need to submit a military document — registration status is checked automatically (CMU Resolution No. 370 of 01.04.2025, effective from 05.04.2025). For other consular services at the embassy/consulate, a man aged 18–60 must show a valid e-VOD with a QR code from the "Reserve+" app, generated no earlier than 72 hours before the visit. Without an e-VOD, only three cases are available: an identity certificate for return to Ukraine, actions in the interests of a child (the other parent being a foreigner or a stateless person), and assistance to those detained/arrested.

- For consular services at an embassy or consulate (MFA), a man aged 18–60 must present a valid electronic military registration document (e-VOD) with a QR code, generated in the "Reserve+" app.
- The e-VOD must be current: generated no earlier than 3 days (72 hours) before the request; the consul scans the QR code and verifies the data in real time.
- Without an e-VOD, only three exceptions are available: an identity certificate for return to Ukraine; consular actions in the interests of a child whose other parent is a foreigner or a stateless person; assistance to citizens who are detained, arrested or imprisoned. For registration of civil status acts and notarial actions, an e-VOD is required.
- If there is no data about the man in the Unified Register "Oberih", it is forwarded to the Ministry of Defence and he is placed on the register automatically — without undergoing a medical military commission (VLK).
The rules for obtaining a foreign passport and consular services for Ukrainian men aged 18 to 60 years who are abroad have changed significantly over the past year. The main distinction today is where exactly you process the document: at an overseas DP "Dokument" center or at a diplomatic mission (embassy or consulate). This determines whether you must present a military registration document.
Passport at DP "Dokument": without a physical military document
Cabinet of Ministers Resolution No. 370 of 1 April 2025 (effective from 5 April 2025) introduced amendments to the procedure for automatic verification of information about conscripts, persons liable for military service and reservists, approved by CMU Resolution No. 932 of 16 August 2024. Now men aged 18–60 who are staying or residing abroad can obtain a passport of a citizen of Ukraine or a foreign passport without physically presenting a military registration document by applying to an overseas branch of DP "Dokument".
According to the official clarification of the State Migration Service, staff of overseas branches of DP "Dokument" check military registration status automatically on their own — via the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists ("Oberih"). Submitting a paper or electronic military registration document for this is no longer required.
If there is no information about the man in the "Oberih" register, his data is forwarded once to the Ministry of Defence for entry into the register. Such persons are placed on military registration without undergoing a medical military commission. A separate transitional provision applies to men who submitted a passport application between 25 April 2024 and the entry into force of the relevant law and have not yet received the document.
Consular services at an embassy or consulate: an e-VOD is required
For obtaining consular services directly at a diplomatic mission (MFA), the rule is different. Male citizens of Ukraine aged 18–60 who reside or are staying abroad are required to submit an electronic military registration document (e-VOD) together with the package of documents needed for the relevant service.
This document:
- is generated in the "Reserve+" mobile app and contains verified data from the Unified Register;
- must be valid and current — generated no earlier than 3 days (72 hours) before the visit to the consular institution;
- contains a QR code, which the consul scans from the smartphone screen and receives confirmation of the military registration data in real time.
If the document is older than 72 hours, it must be regenerated in the "Reserve+" electronic cabinet before the request.
Which services are available without a military document
Without submitting an e-VOD, only three exceptions are available. According to official MFA clarifications, these include:
- issuance of an identity certificate for return to Ukraine (in the event of loss or expiry of the passport);
- consular actions in the interests of a child of a citizen of Ukraine whose other parent is a foreigner or a stateless person;
- assistance to citizens who are under arrest, detained or imprisoned abroad.
All other consular actions — in particular registration of civil status acts (birth, marriage, divorce) and notarial actions — are provided to men aged 18–60 only if they have a valid e-VOD.
What this means in practice
If you need only a foreign passport, the simplest route is through an overseas DP "Dokument" center, where you do not need to submit a military document. But if you are applying to an embassy or consulate for any other service (apart from the three exceptions above), update your military registration data in advance and generate a fresh e-VOD in "Reserve+" (no earlier than 72 hours before the visit). Always check the exact list of documents and book an appointment on the website of your consular institution.
Above all, verify the current requirements on official resources — the State Migration Service, DP "Dokument" and the website of your embassy/consulate, since martial law conditions may change.
