India-specific things to know

• India does not give one size for the passport: a pasted print is 4.5 cm by 3.5 cm, an ICAO digital upload is 630 × 810 pixels with the face at 80–85 %, and a photograph for a mission abroad is 2 × 2 inch with a 20–100 KB file — pick the sheet that matches the office you apply at.
• At a Passport Seva Kendra or a Post Office Passport Seva Kendra no photograph is needed at all; the booklet's rules for the pasted print apply only at the other collection centres.
• For the pasted print India asks for dark clothing against the white background and refuses a computer print or a signed photograph; for the digital upload it says «glasses to be taken off to avoid reflections».

What the source confirms

• Passport Seva, ICAO-compliant guidelines: «close up of the head and top of the shoulders such that the face takes up 80–85 % of the photograph»; in colour; 630 × 810 pixels; unaltered by computer software; a white background; the applicant looking directly at the camera, skin tones natural, appropriate brightness and contrast, eyes open and clearly visible, no hair across the eyes, uniform lighting without shadows or flash reflections, no red eye; the mouth not open; taken from a distance of 1.5 metres; not blurred.
• Same guidelines: a full face, front view, eyes open; the photo presents the full head from the top of the hair to the bottom of the chin; the head centred within the frame and not tilted; no distracting shadows on the face or in the background and no reflection of glasses — glasses are to be taken off to avoid reflections; head coverings are not permitted except for religious reasons, but the facial features from the bottom of the chin to the top of the forehead and both edges of the face must be clearly shown; the expression looks natural.
• Passport Seva, Application Form Instruction Booklet V3.0: a photograph is not required for applications submitted at a Passport Seva Kendra (PSK) or a Post Office Passport Seva Kendra (POPSK); at any other collection centre — a District Passport Cell, an Authorized Speed Post Centre or a Citizen Service Centre — one colour photograph of the recent passport-size 4.5 cm length × 3.5 cm width is pasted in the box of the application form, with a plain white background and the dress in dark colour.
• Same booklet, the «do not» list for a pasted photograph: no black-and-white photograph; the photograph is not smaller than the box; a photograph with a dark background or in uniform, or with the eyes hidden under coloured or dark glasses, is not accepted; a computer print is not accepted; the photograph is not signed; photographs cut from group photographs are not acceptable; the photograph is printed on good-quality photo paper with a clear, continuous-tone print; it is not torn, creased or marked.
• Same booklet, the face: the frontal view of the full face is visible; eyes not covered by hair; glare on eyeglasses is avoided with a slight upward or downward tilt of the head; the expression is natural — no grinning, frowning or raised eyebrows; eyes open and both edges of the face clearly visible; the head in the centre of the frame and both ears visible; head coverings only for religious reasons with the face from chin to forehead clearly visible.
• Passport Seva, «Requirement of Photograph for Indian Passport» (the sheet of the missions abroad): a colour photograph of 2 inch × 2 inch (51 mm × 51 mm); the digital file not more than 100 KB and not less than 20 KB; a plain white or off-white background; the full head from the top of the hair to the bottom of the chin, with the height of the head 1 inch to 1⅜ inches (25 mm to 35 mm); no tinted or dark glasses; the photograph not retouched, enhanced or softened.
