Algeria's Ministry of Foreign Affairs asks for «two recent, identical identity photos» with every entry-visa application, and leaves the details to the embassy or consulate where you apply — each one publishes its own list. The size is given in two ways that mean the same: 35 mm wide by 45 mm high (Embassy in The Hague) and 4.5 cm × 3.5 cm (Ankara).
The background is white (Oslo, New Delhi, Washington), the photo recent and frontal, taken as one set, and without glasses unless they are prescription eyewear (Oslo) or medically required (New Delhi). Most posts want the print on the form: London, Canberra, Kuala Lumpur and Ankara ask for a photo on each of the two forms, Abu Dhabi and The Hague for the picture pasted on the form («pas d'agrafes» — no staples).

An Algerian entry visa is applied for at the Algerian embassy or consulate of your usual place of residence, in person or by post as the post allows.
