In Azerbaijan the work permit is filed by the employer, and the State Migration Service's list for it has no photograph: it names the application form, a copy of the foreigner's passport, a notarized copy of the qualification document, a reference justifying the need to employ the foreigner, the employer's registration documents and a medical reference, and the permit is handed to the employer after the state fee is paid. The photographs come with the foreigner's residence: the Service asks for «two photos sized 3.5 x 4.5 cm» with the temporary residence permit application — together with the passport valid more than 3 months beyond the permit, the document confirming the ground for residence and the document of the residential address — and the same two 3.5 × 4.5 cm photos for a permanent residence permit. Citizenship procedures use another size — «2 photos sized 3x4 cm» or «4 photos sized 3x4 cm».
So for a working foreigner the useful print is the 3.5 × 4.5 cm residence photograph; the Service's pages here give no background colour, head size or age limit, so use the usual plain light background, neutral face and a recent shot.
