Why these photos get rejected — and how to fix each one
UAE-specific things to know
- The residence permit and the Emirates ID are applied for together on a unified form: the photo is attached only if the data cannot be retrieved automatically, and the ID card has its own size line in the guide, 4.5 × 3.5 cm.
- The size is written «6/4» (or «4/6») with no unit in the guide and is absent from the service page; ICP's ICAO leaflet speaks of an image width of 35–40 mm.
- All residence categories — including the Golden and Blue 10-year residences — list a personal photo and a passport valid for no less than 6 months.

- ICP Services Guide 2024, «Issue of Residence - Work Permit»: documents — a recent personal photo with a white background, size 6/4; a copy of the passport; a financial guarantee document and a health insurance document; a medically fit report; proof of the link to work with an employer. Terms: a passport valid for more than 6 months; health insurance valid during the residence in the State; the applicant shall be healthy. «Issue of Residence Permit - Green Visa» lists the same photo line (size 6/4) with a medically fit report and the supporting documents for the type of green visa.
- Same guide, «Residence without work permits for humanitarian cases»: a recent personal photo with a white background, size 4/6; a photocopy of the passport; a medical fitness report; a health insurance document; a salary or bank certificate stating financial solvency; a notarized rental contract; a passport valid for more than 6 months and valid health insurance for the duration of the stay. The guide does not give a unit for the photo size.
- ICP service page «Issuing Residency Permit»: the service enables the issuance of a new residence permit linked to an Emirates ID card application; the steps are to submit the application, review the form and adjust the data retrieved if needed, attach the required documents in case data retrieval through integration fails, pay the fees, follow up, and be notified of the residence issuance, followed by the issuance of the Emirates ID card. Categories: family members of a foreign resident, retiree, property owner, family members of a UAE or GCC national, Green Residence investor, Golden Residence, Blue Residence, employment (government, private or free zone entities) and foreign students; each category lists «Passport» and «Personal Photo» among its documents and a passport valid for no less than 6 months.
- ICP news, 16 December 2021: ICP held a workshop on the specifications and standards of the personal photograph for photography service providers from all emirates, to give them the requirements and standards for accepting personal photos on the authority's smart systems «in accordance with the recently updated standards regarding the inclusion of pictures during the electronic submission stages for residence permits and ID cards applications», following the parameters of ICAO.
