500 KB is a lot. What actually gets compressed?

Only what has to be. The search starts at near-maximum JPEG quality and steps down until the file fits, so a heavy phone photo loses its bulk while the face keeps its detail.

Will the result still be good enough to print?

Yes. A document photo printed at 35×45 mm needs 413×531 pixels at 300 DPI, and 500 KB carries far more than that. The file is written with 300 DPI, so the print size is unambiguous.

Why not push the file all the way down to 50 KB?

Because nobody asked you to. Compressing below the limit only discards detail the portal was willing to accept, and a photo that is too soft can be rejected on its own merits. The 250–500 KB band uses the allowance you have.
