What the source confirms

  • MVD Order No. 125 of 21.03.2024 (registered by the Ministry of Justice on 24.04.2024, No. 77973; as amended on 30.09.2025), Appendix 1, item 1: the size of the photograph is 3 × 4 cm (30 × 40 mm).
  • Item 2: the head and the upper part of the shoulders fit in close-up, and the distance from the crown to the chin must not be more than 80 % of the whole image (the frame height). Item 3: the person is shown strictly full-face and looking straight ahead, matching their age on the day of filing, against a white, even background without stripes, spots, foreign objects or shadows.
  • Item 4: the eyes are open and not covered by hair; dark glasses or an eye bandage only for medical reasons. Item 5: headwear that does not hide the oval of the face is accepted for religious reasons.
  • Items 6–7: no uniform, outerwear or scarf covering part of the chin; people who wear glasses all the time are photographed in glasses without tinted lenses, with the eyes clearly visible and the frames not covering them. The Order publishes no digital-file parameters.
