What the source confirms
- MVD Order No. 206 of 18.04.2011 «On the introduction of the international driving licence», Appendix 2: the holder's photograph, 35 × 45 mm, is glued into the field marked «Photographie»; it is printed on matte photographic paper, black-and-white or colour, and shows a clear image of the face strictly full-face without headwear.
- Same Appendix 2: headwear that does not hide the oval of the face is allowed for citizens whose religious beliefs do not permit appearing without it; citizens who wear glasses all the time must be photographed in glasses without tinted lenses.
- MVD Order No. 80 of 20.02.2021 (as amended on 26.05.2025), Administrative Regulation, п. 28.11: among the documents submitted for an international driving licence is a photograph in colour or black-and-white, on matte photographic paper, 35 × 45 mm; the item refers to Appendix 2 of Order No. 206.
- Neither act publishes a background colour, a head height, a margin above the crown or any digital-file parameter.
