What the source confirms
- MVD Order No. 80 of 20.02.2021, clause 28.11: among the documents an applicant submits, the Order lists a colour or black-and-white photograph on matte photo paper, 35 × 45 mm, and says it is submitted when an international driving permit is issued.
- The Order asks the applicant for no photograph for the Russian national licence — the photo is taken during the procedure: clause 35.4 covers the applicant who refuses to be photographed while the national licence is being prepared, and suspends the service until they come to the examination unit in person to be photographed.
- Clause 277: at an MFC (multifunctional service centre) the MFC employee photographs the applicant and takes a sample of their signature in electronic form; for the national licence it is this electronic photograph that goes to the examination unit (clause 287.7).
- Clauses 278 and 287.8: when an international driving permit is applied for at an MFC, the employee checks the applicant against the photograph they brought, and that print on matte photo paper is forwarded to the examination unit.
- The Order is in force as amended by Orders No. 90 of 05.03.2024, No. 608 of 14.10.2024 and No. 315 of 26.05.2025; none of the three amendments changes clauses 28.11, 35.4 or 277.
