Russia-specific things to know
- No glossy-or-matte rule — Orders No. 996 and No. 186 do not regulate the paper finish of the print
- Only a ceiling for the head: crown-to-chin at most 80 % of the frame height — no millimetre head height and no margin above the crown are published (п. 35.1 / п. 89.2)
- Gosuslugi upload: no pixel, file-size or format limits are published — neither the Regulations nor the portal's help page list any
- 10-year biometric and 5-year non-biometric passports share the same photo rules; for the biometric one no printed photo is handed in — the passport photo is taken at the MVD unit (Order No. 996, п. 88)

What the source confirms
- Biometric 10-year passport — MVD Order No. 996 of 31.12.2019, п. 35.1: the photograph attached to the Gosuslugi application as an electronic file must match the applicant's age on the day of application, be black-and-white or colour, 35 × 45 mm, with a clear face without head covering; the head and upper shoulders fill the frame close-up and the crown-to-chin distance is at most 80 % of the vertical frame.
- Order No. 996, п. 28 and п. 88: no printed photograph is submitted for the biometric passport — a personal visit to the migration unit is mandatory for everyone regardless of age for digital photographing; the Gosuslugi help page confirms that the uploaded photo stays in the file and the passport photo is taken by the MVD officer at the appointment.
- Non-biometric 5-year passport — MVD Order No. 186 of 31.03.2021, п. 30: three photographs are attached to the application (two for each minor entered in it, two for a child under 14), meeting п. 89: 35 × 45 mm, black-and-white or colour, matching the applicant's age, head and upper shoulders in the frame with the crown-to-chin distance at most 80 % of the frame height.
- Both Regulations (п. 35.2–35.7 and п. 89.3–89.8): strictly full-face, looking straight, neutral expression, mouth closed; white, even background without stripes, stains, foreign objects or shadows; eyes open and not covered by hair; untinted glasses for people who wear them permanently (frame not covering the eyes); no lenses that change the eye colour, no uniform, outerwear or scarves covering part of the chin; a religious head covering is allowed if it does not hide the oval of the face.
- Neither Regulation publishes a millimetre head height, a top margin above the head, or pixel, file-size or format limits for the electronic file, and the Gosuslugi help page lists none either; the 5 (±1) mm top margin exists only in the internal-passport Regulation (Order No. 773, п. 36.2).
